It was literally just a natural famine. Soviets couldn't take all the food away from the people because they had nothing to begin with. Their only fault was that they didn't help with food, but this was 30s and the question is whether they were even able to do anything at all. Ukraine wasn't even the main victim of all this, regions of Russia and Kazakhstan suffered even more. People just tend to forget about it naturally, since there was an understanding that it was simply a crop failure, and there wasn't widespread cannibalism like in Ukraine
