With Krokodil there were some medical photos, some news stories, but you could never really grasp if it was super isolated or common.

With Tranq there are a LOT of people in places like Seattle and Philly who have these horrible open sores, exposed bones, horrific wounds, etc. There are a lot of YT interviews where you can see these addicts turning into gore zombies.

Making something illegal doesn't stop a lot of people from wanting or using it - sure, average Joe is less likely likely to try it, but there is a dedicated population of potential junkies that are basically the whales of the drug market. These people will always exist and their existence creates an economic incentive for SOMEONE to sell drugs to them.

If the drug market is illegal, that doesn't stop that incentive from existing, it just means only actors willing to break the law can access it. So now there's a bunch of junkie money waiting to be spent and you've said 'okay, only criminals can have this money' and act shocked when criminals fill the streets.

Junkies get their drugs either way, they ruin their own lives either way, but if the drugs are legal you at least put their money back into the local economy instead of funneling it to smugglers and cartels.

There are other benefits, and a few downsides too: gangs have to cut costs since they need to spend extra money on smuggling, weapons, bribes, so they frequently cut product with random shit and put junkies in the hospital more frequently, which hurts everyone else via increased insurance prices. Legal operations have less cost overhead and can be regulated so that happens less. If you have relatively safe legal versions of most major drug categories (soporifics, Euphoric, etc) you might be able to get some junkies using that instead of the harder stuff.

Downside: yeah, some average Joe's will go 'oh shit x is legal? I should try it' and ruin their lives. But at the same time, probably less will die in gang related shootings because the gangs have less economic reason to stick around.

Accepting this premise, you have to understand that you are then facing all of organized crime to get your policy through.
However, Canada itself is a great case study for what organized crime akshually will do in that case. Marijuana was formally legalized and organized crime purchased land, opened stores, and so on and so forth. The same growers and so on and so forth also kept doing what they were doing, they just got legal papers.
Organized crime is already enmeshed in non-criminal society. It hardly worries about legalization.

Well, as an anarchist and former Libertarian, I'll walk you through it.

1. The government doesn't have a legitimate role in criminalizing knowing self-harm. If it must exist, its role is primarily to protect people from the malicious actions of others. If someone knowingly takes fentanyl, that's unfortunate, but they shouldn't go to prison for it. And neither should the guy who gave him what he asked for. However, if I were to inject someone with fentanyl without their consent/knowledge, that would be assault, so it might be reasonable to criminalize that. Similarly, if I were to sell you fentanyl while calling it something else, that's fraud. Also acceptable to criminalize.
2. Criminalizing possession and trade of a substance people want just creates black markets. You don't prevent anyone from getting what they wanted, but you do create more violence. Remember your US history class on the prohibition era. We ended up with speakeasys and rum runners.
3. Since addiction is a form of illness, you are effectively making it illegal to be sick. Which does nothing to actually treat anyone.

Akshually, I assume that if you legalized heroin for example, you would get independent 'businesses' (junkies selling to other junkies) cutting on their own there too. If a drug is truly bad then the "punishment" of taking them is already the effects of taking them. If a drug isn't bad then the effects are mild enough not to cause lasting problems and can be beneficial. I have personally never done illegal drugs of any kind or gotten drunk because I like who I am and have no wish to impair that.

I personally believe all drugs, prescription included should be available to people to take at discretion. People who abuse drugs to harm themselves, provide drugs to others, or purchase drugs at quantities/frequencies that are dangerous should loose this right and require doctor supervision to purchase anything from a licensed vendor going forward. i.e. freedom for those who can handle it and authoritarian for those who can't.
