He took the land and sent the farmers to the gulags. he then tried to replace the farmers with Russian City folk who didn't know shit about farming. what little food that was grown was taken to feed the army (who was blockading the country) and everybody else was left to starve. it was either wildly incompetent or meticulously evil, depending on how you look at it.

Ukraine set up everything for evacuation through a safe corridor a long time ago, but Russia refused. Russia also refuses to allow Red Cross in. They hit the civilians with drones when they wander outside and they've mined roads into the town. The only explanation for this behavior is that they are using the remaining civilians as a human shield to preempt any possibility of Ukrainian forces trying to sneak in over the river. But you'd still expect Russia to at least deliver food for them, but apparently not. Messed up.
