Usually there will be a bin in the toilet stall where you're supposed to put the paper. I certainly went to plenty of public bathroom that didn't look any better than this when I travelled around 2011 and 2013-14.

I’ve traveled through China many times and I’ve tried to tell you people that the only places in China with the kind of excess you find in literally every white American suburb are government property and a small downtown. Every Chinese city has a suburb which is filled with homeless and drug addicts and covered in crumbling commie blocks surrounded by rubbish that’s almost India tier. The only, and I do mean ONLY, way that Asian country beats Western one is the absence of blacks and browns.
