In the later stages of the Cold War, the "limited nuclear war" or "limited nuclear exchange" in the European theater was a seriously considered option by both the USSR and the US. There was virtually a gentleman's agreement that in a real SHTF scenario, the US and the USSR wouldn't attack each other with nukes. In fact the USSR simply couldn't deliver a nuclear strike to the United States. Up until 1972 they didn't even have proper early warning systems and their ballistic missiles were crap. The US technically played along the lines of "if a nuke hits anywhere in NATO, M.A.D. is activated" for deterrence and strategic ambiguity but there were rungs in this escalation ladder. Ideally the two then-superpowers would hash out and hopefully rearrange the share of their pieces in the cake that was European turf back then, without directly endangering the superpowers on their own territory by unconventional meansNow we're back at square one it seems, sort of.
