Ukraine applied to join NATO under Yushchenko. This application was accepted in principle at the 2008 Bucharest NATO summit but was delayed by Merkel and Sarkozy due to Russian lobbying. Yanukovych stopped Ukraine's NATO application after he won the election in 2010.

Yanukovych was then overthrown in 2014 and another faction seized power in Ukraine, so whatever promises Yanukovych had made about maintaining neutrality were pretty meaningless at that point.
