If people don't believe this, look at canada's housing costs over 2 decades. The immigration rate of canada per capita makes any type of balanced housing market impossible. America crashed in 2009 and didn't recover for years due to overbuilding+illegals leaving because they had no more construction jobs. Had the US not seen so many illegals leave after the 2008 crash, then housing wouldn't have taken so long to recover, because we essentially stopped building at the pre-2008 levels. The marginal price of a product determines the price of that product at any time, so if a bunch of people move into an area and remove most of the available units, then the bidding war for the few remaining units determines prices and determines the prices at renewal for rent contracts(see toronto). This is how all shortages work and explains why prices don't follow a bell curve. Look at oil tanker rental rates, they've got from 50k to over 500k, shortages command higher prices. Now the US has spent 3 years building homes/apartments(to capture higher prices) while simultaneously stopping the same immigration surge and even reversing it in some areas. Of course prices will drop. How else would you rent out an apartment if you couldn't compete on price?

ICE is a factor, but compared the other two it's less important. I would say that voluntary deportations probably outweigh ice captures, but ice being a constant threat actually increases the pressure to voluntarily leave. So separating the factors is a little difficult, but with all the factors moving in one direction you get larger moves in shelter costs.
