Because they're a primitive people who have had first world living standards introduced to them, and they're in a constant state of confusion over trying to meet those standards (which they can't due to low IQ) and going back to their primitive ways (which they'll be shamed for doing). Same situation in every third world country thats had a first world culture imposed on it. You can't help these people, the best thing for them is to keep them isolated.
