He gave more than a few details of the actual functioning of his particular GE manufactured time travel system. It used very sensitive accelerometers to basically keep itself tethered and not moving relative to earth as it moved through time in the sinusoidal bubble. It would also detect mass and as a safety move through time near the target time if it detected it would end up placing and of the bubble in a solid mass if dropping into the target time. He also was pretty clear about how his time travel system was pretty accurate in space relativity, but that he could never return to his exact timeline he came from. He would be under .0001% divergence when he returned, but that was still significantly farther than his "home" timeline. No significant differences, but he might notice something at some point. And that the version of him that returned to his true timeline would not be him ultimately. It's one of the ways the universe prevents time travel paradox issues. He also noted that this timeline was already diverging by nearly 4% by the time he left. Meaning our history would no longer match his. He was certain his public interactions was driving a massive divergence. He made clear or at least claimed what he was doing wasn't illegal, forbidden or even really frowned upon because it didn't matter. He could be monitored by his superiors, and would be punished for criminal activity. But other than that, anything he did didn't ultimately matter.
