American oil since 2012 is specifically almost all gas, almost no diesel, because the high diesel oil doesn't frack very well.

A lot of the pricing is cooked in by speculation and futures contracts, the immediate market supply/demand, and even the season depending on where you live. Heavier long chain hydrocarbons are more valuable.
The oil that comes out of the persian gulf is high quality and easy to refine into diesel. Ditto on russian oil. North american oil is pretty much canadian tarsands and US shale oil. Tarsands is expensive to extract and refine. US shale is light oil and really is only good for making gasoline.
