Non-participation is only effective when you are holding something hostage that the people in power want. Nobody cares if you don't vote when they still have enough of a mandate from the remaining constituency and you have no means or will to actually threaten their political order. Last few elections have shown they will simply fabricate votes if they have to. Voter registration and election processes are so shrouded in bogus secrecy and layers of bureaucratic nonsense that it's actually impossible to hold anyone accountable for not voting, or to verify how many of your fellow citizens actually voted. It's pretty ridiculous.
