What it means is that for contracted moves, we increase the amount of money paid to the carrier for fuel based on how much the average diesel price goes up, and it's generally meant to get that variable out of the equation altogether essentially. Now some shippers do only accept "all-in rates" where an increase in fuel doesn't pay the carrier more, but conversely if fuel fell they don't get paid less either. Either way, there's plenty of business in plenty of markets that is not all-in rates. Then there's the whole spot market, IE single non-repeating arrangements, which more and more business has gone to because of rising overall rates collapsing routing guides. The carrier negotiates the rate for that move and that's all. Such a move doesn't take more than at most a week in the US if you're going cross country, so gas can't go up enough to fuck you in that time. All that is to say, this is actually a carrier's market, for the remaining carriers. Lots of ESLs and non nationals got taken out of the supply pool by the new regulations, and because of fuel surcharges the cost of diesel going up falls on the shippers which gets partially absorbed by them and partially passed onto consumers. Carriers have been getting fucked for years but right now if you still have a license, you're winning. Rates have skyrocketed beyond all expectations this year and now it's being forecasted to keep going. The guy in the OP pic is not hurting, he is on top of the world compared to say 2024. It hasn't been this good for carriers still on the road since COVID disruptions.
