Read up on the Meiji Restoration and the Iwakura mission sometimethe tl;dr of it is that Japan had a late 19th century government that grasped how far behind the West it had fallen and did everything possible to modernize/industrialize the society so it could catch up, and was willing to make some radical top-down changes and crush any resistance to do it.Also helped that it was big/stable/remote from Europe, a lot of countries in the period tried similar things with a lot less success.
