my theory: Yanukovych and the Russians did not expect the parliamentary ousting to be so fast, they had hoped for an "interregnum" and chaos, allowing Yanukovych and the Russians to claim there's anarchy in Ukraine without a functioning government and the Russian army, by request of Yanukovych, would roll in and "restore order"with ALL of Ukraine back under Russian controlit didnt work out
