why dont they make like a 2ft x 2ft net with fishing anchors around the edge, and cram the nets into a shotgun shell, and then create a flare gun style plastic launcher thats super cheap to make so they can give one to every soldier with a couple rounds, and you only shoot a drone when its with in range chasing you so the netting gets caught around the propeller blades and it cant fly any more and falls to the ground.

Guys that want to carry shotguns around because of drones (and mostly do not want to) are issued auto shotguns loaded with birdshot because realistic they have 3 or 4 seconds to unload their shotgun at the drone coming in hopes of it stopping.
Sometimes they do everything right, hit their shots, and the drone doesn't stop.
Why they don't carry buckshot? Because no one is hitting a single shot at a fast moving target heading towards you.
The same thing happens with your idea of a net deploying shotgun shell.

At close enough range for that to be effective, if the bomb on the drone explodes you're probably dead anyway. Remember that when you 'disable' the drone its still got all of the momentum of flying right at you. Shatter all of its rotors to splinters and inertia still means that the rest of it is flying at you at 60MPH and if it ever comes within 10 ft of you you're dead.

The range on that thing is probably lower as it delivery less stopping power even if the shells are the same, the barrel is too short, meaning the it will scatter more than a long barreled shotgun. Nobody wants the mess of "the machine did a warcrime and gunned down a bunch of civilians without anyone giving the order to shoot" on their plate. We don't actually accept these things, its just that nobody else has the ability to punish the US for that, or Israel because the US acts as a shield for them. For mature empires this tech only works against them beyond a few niche items. Like the phalanx gun on destroyers. Anything smaller and it can be cheap enough and deployable enough to counter their own forces.

Very small nations under threat of attack and insurgent groups are the primary players who would benefit from automated turrets that can be cheap enough to obtain for small to no logistic systems, and easily hid in zones of engagement. Deployed much like even more dangerous mines, these systems could also differentiate between those in specific uniforms and others, allowing them to be used freely among your own population or soldiers. A massive combat enhancement for any small force. The added ability to deploy them against drones cheaply and effectively using aimbots is an added boon.

Major militaries don't have to really worry about such things as their forces already can be employed to do the same things without giving away the tech to those who they would usually be fighting. And drones, while devastating to soldiers and equipment, is a very area limited weapon platform in most cases when keeping it cheap. And dead soldiers and destroyed equipment is just part of the calculations when it comes to war, not a real issue so long as the losses are manageable vs your manufacturing and replacement training for disposable soldiers. Empires and large nations don't see humans as people, nor do they see military equipment as valuable so long as its lost on the field obtaining political gains.

As such, an automated turret hidden in an urban environment can demolish even company sized elements of infantry, or counter government drone spam that is trying to both attack and overwatch the area of operations. Allowing even squad sized elements to counter battalion sized forces.

So obviously few military's on earth want this tech to become common knowledge. Drones are damaging enough. Used in conjunction and even major powers are left crippled.

It was developed decades ago. Kids built the tech in their back yards and garages to use them in paintball games. They picked out which uniforms to target and were exactly to hit. Using video game aimbots connected to old for the time laptops and cracked phones hosting the emulated aimbots. They could hit reliably for over a hundred meters with arching paintballs against running targets.

Yet you just claimed its 'being developed'. Whats the disconnect? And you are getting pissed because your vaunted empire is a fucking failure and a clown show of epic proportions. Its legacy systems got deployed, and all of them failed. While kids can design working platforms.
