I know how it could be built with VERY primitive tools.

The hardest part is standing up the pillar stones. Simple pulleys can do that, or even more primitive tools like levers. Get the standing stones in place, then fill the entire area with dirt, leaving only the tops of the standing stones exposed. With the tops exposed, simply drag the top stones in place. Excavate the entire site from the dirt you put in it. Voila
