You can. But several things need to happen. Deficit must be cut to zero immediately. After that it will be hard if not impossible to get new bonds, so you will need to pay back the principle when the bonds mature, which means deficit at zero is not enough, you will need to have massive surpluses year over year. Not paying interest would be a calamity to your financial system, but if you went further and refused to pay the principle, it would be exponentially worse.

Either way this is just migger babble, US Treasury treats bond interest repayments as sacred. To this day you pay interest on bonds held by Russia
