Tiny turbines with novel designs are good for local electricity generation.
Like on the roof of a farm, factory or even a home.
And noise can be very important in those settings.

But for large scale wind power it's all about keeping the cost down.
A novel design that uses more material and/or is harder to make isn't economically viable.
And in remote areas noise doesn't really matter.
I personally can't even remember the last time I've heard a wind turbine, I hardly ever get close enough.
