Safety is a prerequisite for freedom.

Take an example - what use is "free speech" if criminal actors can coerce you into silence anyway? A country where you have the shit beaten out of you any time you say nigger in public, is no different than a country where saying nigger in public is officially banned.

All "rights" are in fact laws when you drill down, and without a strong state to enforce those laws, rights don't exist.
