Are there any essential imports that have become unaffordable? In our case, Chinese stuff has about >40% tax because of pressure from the US. It's not unaffordable per se but they've become less competitive I suppose. Maybe it's apples to oranges.

Fiscal policy.... eh I don't hear about Japan doing big infrastructure projects (because they already have it), so maybe fiscal policy is to get a budget surplus to pay off debt early
