Russia has expanded a secret command complex inside Mount Kosvinsky Kamen in Sverdlovsk region, a site long linked to the backup nuclear-command system Perimeter, The Sunday Times, Danwatch, and the Dossier Center reported.
Object 1335, code name Grot, sits near the settlement of Kytlym. Construction began in 1982. U.S. assessments in the 1990s already described a nuclear-survivable command post there, able to send very-low-frequency signals through the granite. Procurement records show the Defence Ministry’s military-construction directorate bought at least 22,000 tonnes of steel and more than 56,000 tonnes of cement for the site in 2018–2024, plus about 600 km of cable, 14,000 lamps, and 182 ventilation units. Danwatch compared the steel to three Eiffel towers.
Retired Major General Viktor Khalin, who says he worked on Perimeter in the 1970s and led a modernization in 2005–2010, has written that President Vladimir Putin signed a secret decree in May 2005 for a new command link, that the system was tested by 2010 and sent to Object 1335, and that it can carry out retaliation in automated and automatic mode. Colonel Yu. Andreev wrote that the facility was placed on combat duty in 2023 after years of experimental work. The documents reviewed by the investigators do not show that the system has operated without a human decision. In the Soviet system the final order remained with duty officers.
Pavel Podvig, head of the Russian Nuclear Forces project, said the facility was built but that nothing had been deactivated. He describes Perimeter as a backup communications system that uses rockets to transmit a launch order if ordinary channels are destroyed, not an automatic doomsday machine. Jeffrey Lewis of Stanford told Danwatch the simplest explanation is that Russia is probably putting the system back into operation. A Norwegian analyst quoted by The Sunday Times linked the extra hardening to U.S. bunker-busting weapons of the kind used on Iranian nuclear sites in 2025.

European Union governments have begun detailed talks on tighter limits on tourist and short-stay visas for Russian citizens, including legal changes that would let the bloc restrict visas for whole categories of applicants, EU sources told Deutsche Welle.
The changes under discussion would allow limits by nationality or by trip purpose, including what officials called non-essential travel. The talks revived after a run of sabotage incidents in Europe that European governments attribute to Moscow, among them an attempted attack at Leipzig/Halle Airport in which an explosive-laden drone was found on the night of Aug. 4–5 near a Ukrainian cargo aircraft. Germany said on Sept. 1 that investigations and intelligence established Russian responsibility, and announced tighter entry controls and a further cut in visas for Russians. Berlin said tourist travel could not continue as before and that the number of visas issued was too high.
Bloomberg reported earlier in September that EU politicians were also discussing limits on Russian diplomats moving between member states and further sanctions on the so-called shadow fleet.
Separately, a senior EU official told DW on Sept. 29 that work had started on how to apply a visa ban on Russians who have taken part in the war against Ukraine, including former combatants. The legal basis was written into the 21st sanctions package in July, covering short-stay visas for those who served in the Russian armed forces or affiliated units and directly participated in combat since Feb. 24, 2022. Member states decided at the time that the practical mechanism still had to be built. “A fair amount of work still had to be done to understand how this ban could be implemented in practice. That work has already begun,” the official said.
The European Commission is expected to table a revision of the EU Visa Code in early 2027. Any change would need agreement from the European Parliament and the Council.

Arkhangelsk region has reallocated 63.1 million rubles from foster-family and large-family support to one-off payments for participants in the war against Ukraine, a regional government decree that took effect on 28 September shows.
Decree No. 712-pp, signed by First Deputy Governor and regional government chairman Alexei Alsufyev, cuts 63,095,035 rubles from the Ministry of Labor, Employment and Social Development. Of that, 40.28 million rubles had been set for foster parents’ pay, 19.73 million for support of large families and families with three or more children, and 3.08 million for social assistance under social contracts. The sum is assigned to one-off payments for servicemen, National Guard personnel, mobilized men, volunteers, and families of those killed.
The move follows a similar reallocation in Tula region. A decree of 18 September shifts 54.2 million rubles to the same class of payments. Of that, 41.84 million rubles had been monthly payments to guardians, trustees, and foster parents for the upkeep of children; the rest came from support for orphans, adopters, low-income families, pensioners, labor veterans, and other categories.
Arkhangelsk already pays 500,000 rubles for each confirmed wound, injury, or concussion, and 2 million rubles, split equally among close relatives, to the family of a service member killed. The benefits cover mobilized men, volunteers, contract soldiers, and National Guard personnel registered in the region at the start of service.
Separately, St. Petersburg has sent draft amendments to its 2026 budget for review that would cut spending by about 70 billion rubles, including education, healthcare, and civil-defense shelters, and reduce the deficit from 189 billion rubles to about 109 billion. The draft raises payments to war participants and their families by 6.4 billion rubles.

Russian drones and missiles hit Kyiv and the surrounding region overnight into 30 September, killing three people in the capital and a 14-year-old in Vyshhorod, officials said.
Ukraine’s State Emergency Service said four districts of the capital were struck. Fires broke out in a multi-storey block, a two-storey house, and a warehouse in Podil, and in a bathhouse in Holosiiv. About 10 private houses were damaged in Sviatoshyn. Mayor Vitali Klitschko also reported a fire in a shop in Obolon and a fire in an open area in Solomianskyi.
Police later said a drone hit a private house in Sviatoshyn, killing two women, aged 46 and 95, and injuring four neighbours. A separate drone strike in Solomianskyi killed an employee and wounded two others. Klitschko’s later count for the city was three dead and six wounded, three of them in hospital.
In Vyshhorod, north of the capital, a private house was destroyed. Rescuers found the body of a 14-year-old under the rubble and pulled out three people, including a child, regional administration head Tymur Tkachenko said. In the Bucha district three houses, two warehouses, and 11 cars were damaged. BBC News Ukraine reported three dead in the region, including the child.
The Air Force said Russia launched Zircon and Onyx anti-ship missiles, Iskander-M and S-400 ballistic missiles, and 188 attack drones overnight, 86 of them jet-powered. Air defence shot down or suppressed five missiles and 155 drones. Generating equipment at the Trypilska thermal plant was damaged, Centrenergo said. Russia’s Defence Ministry said the plant was a target. Power and water supplies were disrupted; DTEK said it restored electricity to 8,000 households. Air-raid sirens sounded over Kyiv for more than 20 hours that day.

The United States on 29 September sanctioned 13 individuals and entities tied to Iranian arms procurement, including two Russian companies already under sanctions, the Treasury and State Department said.
The State Department designated the A.S. Yakovlev Experimental Design Bureau and MG-Flot LLC under Executive Order 13949, which covers conventional arms activity involving Iran, and also designated Saha Airlines, an Iranian carrier affiliated with the air force. The Treasury designated 10 individuals and entities that it said procured weapons and components for Iran’s Ministry of Defense and Armed Forces Logistics, in China, Hong Kong, Pakistan, Turkey, and Saudi Arabia.
Yakovlev, sanctioned under a Russia order on 19 May 2023, makes the Yak-130. The State Department said Russia delivered the first of the aircraft to Iran in late 2023, shipped further Yak-130 equipment from a Yakovlev-linked plant in Irkutsk in November and December 2025, and has now delivered nearly all of a reported 24 contracted jets.
MG-Flot, the former TransMorFlot, was sanctioned on 8 May 2022 and renamed on 27 June 2022. The State Department said its vessels carried close-range ballistic missiles from Iran to Russia in 2024, and that in late 2025 Iran delivered air-defense vehicles and related materiel to Russia on the ship Kompozitor Rakhmaninov, identified as blocked property of MG-Flot.

Kazakh President Kassym-Jomart Tokayev said on 29 September that fighting in Ukraine should be frozen so talks can begin, and that an immediate end to the war would be unrealistic.

The U.S. Justice Department on 16 September charged five men it says worked for a Russian intelligence network with plotting killings of Russian dissidents in the United States and attacks in Europe. The indictment does not name the targets. Spanish newspaper El Mundo, and Garry Kasparov himself, have since identified opposition figures as the intended victims.
The defendants are Yuri Khrameev, 63, a former Russian intelligence colonel; his son Kirill Khrameev, 27, described as an FSB officer; Cuban nationals Oemis Romagoza Durruthy, 35, and Yaidel Delgado Suarez, 35; and Venezuelan national Angel Eduardo Castro, 22. Kasparov said on 1 October that U.S. and Lithuanian services had told him and Ivan Tyutrin, co-founder with him of the Free Russia Forum, that they were on an assassination list and should take precautions. Tyutrin, who lives in Vilnius and was under protection for a time in 2024, told AFP that Lithuanian police warned him two weeks ago to leave home urgently and dispose of his car. El Mundo said a third victim was to be stabbed, or doused with gasoline and burned, in Vilnius, and noted that the case file does not establish that Tyutrin was that person. More than half of Ukraine’s F-16 fighters are grounded for maintenance, leaving the country without most of the aircraft it has used against Russian jet-powered drones, the Wall Street Journal reported, citing a Western source.
The source said the jets are sidelined by servicing delays and that, at the current rate of flying and maintenance, Kyiv could have no available F-16s by the end of the year.
F-16s require a phase inspection after 300 flight hours, covering the engine, avionics, hydraulics, fuel lines and other systems. The work is done by Belgium’s Sabena Aerospace Engineering under a U.S. contract worth $235.5 million. Such inspections usually take two to six weeks in the United States but “as long as 40 weeks in Belgium,” retired U.S. Navy Rear Adm. Mark Montgomery told the paper.
Sabena declined to comment in detail, citing “operational security considerations and the sensitive nature of ongoing military support measures.” Combat use can require heavier servicing, and parts can be slow to arrive. Lt. Gen. Linda Hurry, head of U.S. Air Force Materiel Command, has said the service has a $14 billion hole in aircraft-component supply, Military Times reported on Sept. 18. The received copy linked possible parts delays to the U.S. operation against Iran; that link was not confirmed in the sources checked.

Ukrainian officials also expect hybrid attacks, including assassination attempts and sabotage. Counterintelligence says it stops about seven or eight Russian operations a week. Some perpetrators are recruited inside Ukraine through messengers, including Telegram, officials said.
