Ukraine's dilemma is that Russia totally doesn't care what happens anywhere outside of Moscow and St. Petersburg, and those are far away. Ukraine can hit them but it costs much more than it costs Russia to hit Ukraine. What Ukraine really needs is to figure out how to go after the Russia drone and missile production (which Russia can't really in turn since it's probably mostly being secretly sources from Europe and other Ukraine supporters on that side)
