There is an additional component here - the will to use that force. I'd argue that the armed citizens of the United States represent a great potential force, but they will be extremely unwilling to use it in most circumstances. The United States government still has a greater degree of force as a retarded congressman pointed out a few years ago, since they could nuke their own populace, but they would almost never have the will to exert that force on their own people.
