It seems like it would be extremely easy, in theory, to make a stealth satellite. On the ground/sea/air stealth is hard because the origin of the radar signals can be from any number of directions. In space these satellites are being tracked by ground based radar. All of these space surveillance radars are in well known fixed positions. It seems like you could make a radar screen attached to the satellite that would face Earth and possibly orient itself to the known surveillance radars, thereby always remaining in perfect stealth mode. And this spacecraft could be quite small and designed as an interceptor take out enemy satellites with plausible deniability.
