Then some foreign element the police state cant deal with is introduced, but because no one has any rights, no one can do anything, and everyone just keeps making the same mistake over and over again because its always someone else's responsibility. The cops blame the politicians who give them their orders, the politicians blame the people who vote for them, etc. No one has any independent agency because everything is hyperregulated by a million different laws.
