The Indian government implemented something along the lines of a "build toilets for everyone" campaign in response to everyone becoming aware they shit on the street. As you might imagine what ended up happening in reality is that they wildly overstated the number of toilets that were actually built, and provincial authorities dutifully reported that nobody was shitting on the street anymore (i.e., everyone lied). The incidence I'm sure has been reduced somewhat but not to the degree this image suggests
