Not really. Some militaries like Russia or wagnar has no ideology. They're just hired or conscripted mercenaries. If a soldier is ideological driven he's more likely to preform better and morale will be high. Military knowledge is obviously the most important firstly but combined with ideological motivation it leads to a great Military.
You need that kamikaze spirit but without the limitations of an Arab.

A military that's ideologically motivated, plus some prisoners as support troops.

It's the grim reality of war. Why waste your best guys, that you've invested years into that are smart to go reveal the enemy positions in some city when you can send the criminals in to do it for you. The other, rather brutal reason, for letting prisoners serve in your army is that the guy who was in for violent crime or even just a car thief, they won't hesitate to pull the trigger. Some guy that's a decent person and still somewhat "green" (has gone through basic training but has never seen combat up close), is more likely to hesitate.

And there is the obvious things like in war, it's also a numbers game to a degree. You now have extra troops to use than you otherwise would've. Even if they're not as good, they make things a little easier just to have them, than not have them.

I know. They just have technical advancements. Prisoners could be used as canon fodder. Otherwise they put actual soldiers lives on the line. The problem with prisoners or soldiers with no ideological bases is that they will surrender the moment they will feel scared.

There no honour among thieves. They'll surrender the moment they fear death. They'll also pass vital info to their enemies. They fatigue very quickly because there's no motivation. They fucking irioniclly go from one prison straight to another.

You are clearly not familiar with "prison culture". The issue is they will kill each other for a pack of cigarettes and it will be "fair game", they are extremely unpredictable. so I can't imagine what kind of chaos is inside those groups.
Mercenaries have a goal and a salary. Prisoners are often degraded to a psychopathic animal state
