Why waste your best guys, that you've invested years into that are smart to go reveal the enemy positions in some city when you can send the criminals in to do it for you. The other, rather brutal reason, for letting prisoners serve in your army is that the guy who was in for violent crime or even just a car thief, they won't hesitate to pull the trigger. Some guy that's a decent person and still somewhat "green" (has gone through basic training but has never seen combat up close), is more likely to hesitate.And there is the obvious things like in war, it's also a numbers game to a degree. You now have extra troops to use than you otherwise would've. Even if they're not as good, they make things a little easier just to have them, than not have them.
