And desu, Russia is not doing much better. We have cheaper interceptor missiles, but even they are not so cheap to be used on every drone. If every single hohol drone was equipped with Starlink, it would be much worse for Russia, but for some reasons only some of them are. No one knows if Musk gets to approve each particular strike, or they are not approved at all but rather jailbroken in non-reliant way, or something else.

For the receiving end, sure. Quite the opposite for the party that amassed the production of them. Especially if AI assistance is going to develop rapidly. They are not taboo like nukes or other WMD, you can actually use them without any restraint. So destroying enemies might become cheap. Both in terms of lives and money, which will inevitably increase the possibility of conflicts due to rapidly lowering both 'costs'.
Basically, if a country has no satellites and industry to mass produce these, they will loose sovereignty in 21th century completely. Even nukes probably isn't going to save you, because every country with satellites and drones are actually nuclear states too, so nukes aren't even a deterrent to them.

You will never be able to own the gun. That's the issue, actual drones technology are in space, in China and at chemical plant where everything gets super optimized and assembled by large capital and state actors. Drones are nasty buggers that can be flown in multiple ways, be it manual, via following gps, or just plain old script. Gps or other satellite guidance is of course the best, but the other two methods are more than enough to fuck up government infrastructure.
Take manual control for example, you could cable a drone(s) to a computer that is connected to the internet and using something like steam link to remotely control the drone(s) from a completely different location.
Script is a bit harder, but allows for more complex operations. If you calculate the factors like the wind you could set up a flight path manually using scripts.
So while it's harder to use drones for civies, they are more than effective enough to get the job done.

Drone warfare isn't just demoralizing for the soldiers, it's also demoralizing for the corporate ruling class. Up until now, their assets have been functionally untouchable.
