You can literally make your own nuclear or weapons industry in the US after getting through lengthy regulations- but it is possible. It's literally easier than trying to start a bank. You just have what is called a "skill issue" and can't convince investors to give you money. No other country has the same amount of fool-hardy investors willing to throw money at entertaining ideas.
