The best way to disable flock cameras is by coating their solar panels in black paint. It's difficult to diagnose remotely. The surveillance unit just inexplicably runs out of battery.

Just send the value of the photocell along with the data periodically. 256 ADC would have plenty enough resolution to detect if the panel was obscured. Be a good idea to have multiple sensors in a circle with one in the middle I think.
