Ukraine is rushing to build a defensive shield against Russia's latest jet-powered strike drones, but military officials and industry executives warn it may take up to half a year to field a viable interceptor fleet, leaving key infrastructure vulnerable ahead of the winter.

The deployment of Russia's new turbojet-equipped Geran-5 unmanned aerial vehicles—which operate at significantly higher altitudes and speeds than earlier propeller-driven Shahed models—has outpaced Kyiv's low-altitude air defense net.

"Right now, we're in a race for speed, trying to create faster interceptors," Oleksii Babenko, chief executive of Ukrainian drone maker Vyriy Industries, told the Associated Press. Babenko estimated that scaling production enough to plug the defensive void would take three to four months, while Ukrainian defense analyst Taras Chmut projected the ramp-up would take six months or longer.

The performance gap is acute. Interceptors used to counter earlier Russian-modified Iranian Shahed drones operate at roughly 190 to 250 km/h, while the jet-powered Geran-5 can reach speeds approaching 600 km/h.

"They're moving so fast that we can't get a proper lock on them," said Volodymyr Serdiuk, a Ukrainian air defense commander in Kyiv. Sean Almeida, a former U.S. Marine volunteering with Serdiuk's unit, added that the weapons cruise "too high to shoot at them accurately," even on direct overhead passes.

While Western-supplied F-16 fighters have proven capable of tracking and destroying the jet drones, maintenance bottlenecks have sidelined airframes for months at a time.

Russia Blacks Out Poverty Headcounts in Fresh Bid to Conceal War Losses

Russia is expanding its statistical blackout, this time cloaking the absolute number of citizens living in poverty as authorities move to shield wartime population losses from independent scrutiny.

While the Federal State Statistics Service (Rosstat) continues to promote headline declines in poverty rates, its monthly and quarterly releases throughout this year have omitted the absolute headcount of impoverished citizens, reporting only a headline ratio of 7.5% for the first half. Rosstat cited a federal law granting the government emergency powers to suspend the release of sensitive socio-economic indicators.

The opacity follows similar restrictions imposed on detailed customs reporting, oil and petroleum production, and key demographic releases, which have remained frozen since January 2025. Disclosing both the headcount of impoverished Russians and their percentage share provides demographers with the exact arithmetic needed to derive the country’s total resident population. At least one regional Rosstat bureau confirmed it had mothballed the publication of metrics calculated using aggregate population data.

On paper, President Vladimir Putin has already fulfilled his signature "May Decree" mandate to push Russia's poverty rate below 7% ahead of a 2030 deadline, after the full-year 2025 rate fell to 6.7%. The first-half rate of 7.5% marks a seasonal increase typical of earlier quarters, down from 8% during the same period in 2025.

However, economists argue that the Kremlin's victory over poverty is largely a byproduct of accounting changes. In 2021, authorities abandoned a model pegged to the real cost of a basic consumer basket, choosing instead to adjust a fixed late-2020 baseline strictly by headline inflation. Under that formula, the poverty threshold in the first half stood at just 17,700 rubles ($190) a month—including 19,200 rubles for working-age adults and 14,600 rubles for retirees.

"Living on that amount is virtually impossible," said Alexander Safonov, an economics professor at Moscow's Financial University.

The official yardstick diverges sharply from public perceptions. An assessment by the independent Levada Center found that Russians estimated the monthly cost of basic subsistence at an average of 43,800 rubles per person, with just 41% of respondents reporting incomes that exceeded that threshold.

48.5% backed ceasefire talks involving compromises, including potential political or territorial concessions.

24.6% supported a temporary freeze along existing battle lines without formally ceding sovereignty over occupied land.

18.6% insisted on fighting until Ukraine fully liberates all land within its internationally recognized 1991 borders.

By comparison, when Active Group surveyed Ukrainians in December 2024 on whether Kyiv should freeze the conflict along the frontline if urged by U.S. President Donald Trump, 39.1% were in favor and 45.8% opposed.

The shifting calculus on diplomacy coincides with rising domestic strain. Almost six in 10 respondents (58.7%) said Ukraine is heading in the wrong direction, while 84.5% characterized the military's conscription system as fundamentally unfair amid ongoing recruitment drives.

The Washington sessions followed a Sept. 24 meeting in New York between Dmitriev, Trump administration special envoy Steve Witkoff, and the president’s son-in-law Jared Kushner, sources told CNN and Reuters. Those talks took place on the margins of the United Nations General Assembly, days after U.S. President Donald Trump held bilateral talks in New York with Ukrainian President Volodymyr Zelensky.
