The problem is, once you start implementing all of the eugenics and genetic engineering, a good portion of the people jump off the wagon over the moral implications and concerns over the extents you theoretically push this, which everyone will never agree on, and the ideas of implementing this on everyone in the world, which everyone will also never agree on in general and on which traits you select for.
