Because property taxes are generally local, ending them means local governments will get more of their funding through grants from the state government, which will have to increase its own tax revenue to cover this new cost. Unlike the federal government that issues its own currency so it can engage is a great deal of deficit spending, states are very limited in how much debt they can endure for annual budget spending. People who voted for him aren't considering any of this. They just hear "no more property tax" and get overjoyed thinking about not needing to pay that bill anymore, not considering how the government is going to get that money from them through other means.
