Homelessness is caused by housing being treated as a speculative investment commodity, end of.Want to end it? Ban private-equity/corporate ownership of property, ban foreign-ownership of property and masively reduce (ban) immigration (reducing demand.) Also discourage property-hoarding by adding progressive taxes on multiple property owners in conjunction with rent-caps. Done, 90% of the problem would be solved and homelessness would be reduced to early 90s levels.

There will always be homeless people. House all mentally ill and get all drug addicts treatment and you will still have a small homeless population. It's a lifestyle they choose not out of dysfunction or poor circumstances but out of preference. It's easy to see all homelessness as a "problem" needing a "solution" but they don't see it that way.
Why? What's the problem with people having to endure the consequences of their own actions? Homelessness should be increased by taking away all the safety nets and hand outs so people learn what personal responsibility means.

Manufacturing and resource extraction are the only jobs that let inredibly average and below average people to produce a significant amount of wealth. It's not surprising that going backwards from that results in poverty and homelessness.

But their drug addiction starts AFTER their homelessness does.Take some city-owned apartment buildings or hotels or the like. Homeless people are moved into a room in one of these buildings, assigned a case worker, and the goal is to get them cleaned up and back on their feet. Find them a job, help them get on welfare as needed, etc. The goal is that within 6 months to a year, they are able to live on their own again and are no longer in the government provided housing. Such assistance comes with strings, you are essentially on probation and drug use or other prohibited activity can get you booted from the program. People who are not willing to put in the work to save themselves can't just stay there forever. This is a second chance program, not a place to stay.The second program we would need is, obviously, better mental health facilities that are government funded so that they will take care of people who cannot pay for their own treatment. A lot of homeless people are just crazy, and some of that crazy can't be fixed but a lot of it can be managed with treatment they just don't have. If the difference between them being homeless and them being a functioning human being is two pills a day and a weekly check-in with a counselor, thats worth it for the city to keep the streets clean and crime down. Everybody's happier with the result. For the people who can't be treated... asylums, I guess? Not sure what else you do with them.

The "mental illness" that keeps most people homeless is just a prolonged adolescent mindset that would disappear if they were subjected to military-style discipline for a few months. If you can't do that, it's off to jail until you decide that you aren't "mentally ill" anymore. What we do with the actually mentally ill people here is pay their relatives to take care of them, which is a perfectly fine solution for everyone.But the core problem is that conservatives don't want to pay for it and liberals can't stomach the type of draconian enforcement that would be needed to make these systems functional.
