You recognize that the area you released your dog can be accessed by randoms and therefore your dog could interact with randoms. Your dog must be kept under control when in a public space. A long leash is fine on private property. Otherwise, you need to keep the dog at your side in public. Your laziness to walk your dog has caused harm to another person regardless of how sketchy you believe their intentions are. Dogs that bite humans aren’t tolerated. If a police report was filed, it goes on a registry so you won’t be able to work with the ASPCA to find placement with another owner, even if you attempt to find placement in another town or state. There is also a chance that any insurance covering your property may be canceled as a dog that bites is considered a liability. Don’t expect to find future coverage until the dog is put down. Kinda sucks. Just the way things currently work.
