He probably refers to autonomous drones. Long range drones are out of reach to send signals due to jamming, so AIs calibrate flight path and perform avoidance maneuvers to improve theie odds of reaching the destination. Also autonomous sleeper drones in tall grass activating and lifting off whenever they spot the target.
