I think the issue here could be: almost exclusively the contract will stipulate the gas price based on the DOE's diesel price index, a national metric that gets updated once a week on Mondays. But everything's been so volatile lately, and the supply's been so disrupted, that different parts of the country have had wildly different fuel prices. Possibly different enough that the DOE index isn't meaningfully representative of it, so your contract might require the client to pay a 10c higher surcharge per mile, but it's costing you 20c extra per mile.
