I just did even more googling for this story and it's not legal at all to remove him from the ballot or replace him unless he agrees, and the replacement they found still cannot even be in the election at all unless he resigns / dies, he's just the official replacement for if the primary candidate stops running for whatever reason.They're running him on the hopes he resigns because there's a rule (this is actually law) that if he resigns all votes go to the replacement even if his name is the one written, so basically they had to have a replacement candidate and then have him resign to win said election, and if they endorse a ghost candidate they lose automatically due to poor turnout.
