Both sides are locked in societal combat whilst unable to reveal themselves due to the oort cloud's dampener effect, rendering our seeded existences unable to perceive them as superior beings, and as such, are only able to attempt to guide us via societal change, "inventing" a new theory or bit of tech to watch us as the subjects expand on their ideas (for example, ARPANET was a precursor technology in the Prime's evolutionary path the same way it is in ours, they are seeking potential new ideas to upgrade communications by seeding it to us and letting us develop it to the world wide web of today).
