It's not impossible.

But I think Bahrain, Kuwait and Qatar are more probable candidates.
Saudi oil is still coming out, and at inflated prices this means at a higher profit margin even if volume is cut in half.
The same can not be said about Kuwait.

The problem as I see it is the competing powers.
Israel and GCC are two competitors (both backed by the US) and there is also Iran.
The GCC want minority Sunni rule over the region, and given they have the same backer as Israel they maintain relations and are not direct competitors, and neither side can fight the other.

So Iran is a threat, and unfortunately they are actually quite popular among the people and if you will: Good muslims.
Iran can't win and have to be contained.

Unfortunately the GCC is about 65 million pop, Saudi ~35... and Iraq just joined the Iranians which brings Iraqs 48 million pop to Irans 93, while removing the buffer between Saudis and Iran.
The GCC is now out numbered by over 2:1 with no amerimutt fleet in the gulf and no occupied land buffer.
In the south, another and now explicit member of the Shia/Iran axis is Ansar Allah (~24 million).

It seems the calculation, or assumption, is that without regional supremacy in the GCC/OPEC bubble, the regimes are too weak to prevent a revolution.
So the Saudis, UAE etc MUST assert regional dominance by at the very least containing the southern axis.
For this they need the US, so they are stuck effectively being punching bags for Iranian retaliation while fighting for their survival on the ground in the south.

All to prove that Iran is not a viable rival power on their side of the pond.
So while the regimes are incompetent, at least for now they must appear strong and the money is still flowing in Saudi and UAE.
