The people who are infected become enemy combatants and can't be cured. The only correct course once someone is infected is to eliminate them. The real villain of that campaign is Uther. He committed treason and kneecapped Arthas's Northrend campaign. If Arthas had received proper supplies and reinforcements he would have never needed frostmourne. He would have killed malganus and prevented the demon invasion of azeroth. Uther is shown be wrong in the next campaign when the undead use Northrend as a staging ground for a second invasion of lordaeron that eventually succeeds.
