these are actually pretty decent models if you use them in the web version for basic q&a in russian language. around gpt-4.1 level.

overall russia is on par with france here, where they managed to make mistral. in terms of ai russia is way behind the US and china and sits at the level of european countries, meaning it practically doesn't participate in the ai race at all.

and russia is under sanctions, meaning buying top gpus and building datacenters is super hard because of hardware import issues. if it weren't for the sanctions the situation would be better, at least russia has cheap electricity and could build datacenters there.

but in russian companies that i know, everyone uses either openai/anthropic models illegally (despite sanctions and constant account bans), or uses chinese models.

russia never really had any serious computer science research.

right now russia has decent baseline cs education where they teach you solid math (analysis, linear algebra, probability theory, mathematical statistics, discrete math, optimization methods, differential eqs, etc.) and general cs stuff like operating systems, networking, compilers, databases, and ml basics.

everyone who wants to do actual research in cs, ml, ai, etc. goes to grad school or a phd in europe or america, a small fraction goes to china. there's basically no notable research happening in country. there are a few labs like Yandex Research or AIRI, but that's literally nothing compared to what germany/france/uk have.

Russia has the tech talent, but are too poor to buy the compute, and not enough of the talent to produce the computer themselves.

there was never any real investment in r&d, startups, or the tech industry. the few tech companies that popped up in russia are more of a legacy from the ussr than modern russia. we almost never had a vc culture, and all venture capital fled the country after 2022. right now the interest rate is 15%, which basically makes growing a business extremely difficult or impossible.

overall i don't think anyone in russia seriously believes in the country's future or is willing to invest in it. feels like CEOs in most russian tech companies are just trying to keep their businesses from dying under extreme conditions. nobody is making even 1-2 year plans, and i suspect people with money in russia might not even believe russia will survive the next 10 to 20 years.

that is why the idea of training ai models or actually participating in the ai race feels like complete madness to a lot of people inside russia. it is much easier to just grab open source ai solutions from china than to make hyper risky investments.

it's grim there.

I've heard that lenders cap the credit rating of a company to the credit rating of its country. Russia isn't even given a credit rating by many rating agencies, so I guess it's even harder for companies to get loans.

The Russian tech sector was poorly managed during the Soviet era and focused heavily on just copying the west.
Despite this they did on occasion produce stuff that was remarkable and revolutionary like the first ternary computer systems.
Problem though was infighting between officials/researchers and the military insisting on being a silo where nothing got in or out tech wise.
So they were never able to capitalise on anything

In the software sense though they did develop some very interesting software development norms as a consequence of their limited resources
Most importantly an obsession towards optimisation that persists as habit to this day
A Russian programmer can make the same program but using less than half the system resources, it's beautiful to behold

However with the fall of the soviet union all this went to shit. The USA was heavily involved in the carving up of the soviet industries and ensured its tech sector was killed off as this was a vital strategic sector for the USA
Russian hardware nerds were basically left out in the cold for a few decades and only started being rescued from the streets after Putin had been in power for a while
Russian software developers mainly moved into cybercrime where permissive legal norms and their optimisation habits proved extremely useful
All this means that Russia is way behind on the tech curve. Make no mistake theres considerable capability there despite everything but they're behind the pack and possibly running on borrowed time bought for them by the soviet era education system.

AI isn't a field they've really had the means to do more than poke at, they're not a player in this sector and their limited involvement is with open source models and finding practical uses for them
