Desalinating water is also costly, so if datacenters would compete with human consumption for drinking etc it could absolutely create real problems, especially when people aren't smart enough to choose their basic needs and survival over scrolling social media, which we're already proving we aren't.

Because it's essentially just local water that's been concentrated by evaporation. That's what scale is. The biocides are just trace chlorine and (surprise) copper, which is antimicrobial.
