If in March $150B is collected but in April $200B needs to be sent out in checks, everyone's check is 75% of the total it would be. Then in April if $210B is collected, in May everyone gets their full 100% check and the extra $10B is saved to account for deficits in future months, not given out to account for the April smaller checks, nor given to other parts of the government. This would make SS 100% solvent because it would never need to go into debt to make payments.
