If the pension expenses would be locked into 20-25% of an annual budget, and distributed equally to all pensioners, the age wouldn't be an issue. Correct, and in this regard we're somewhat safe, but completely reliant on external suppliers (Algeria & Libya), since Boomers decided to ban building of nuclear power plants in two referendums in 1987 & 2011.

Solar panels are not completely redundant, and Mezzogiorno (Southern Italy) is a great spot for their utilisation, but they for sure are not something to be relied upon, even with a proper storaging capacity.

Energy costs for sure are a humongous burden at the moment, but our government won't allow any drastic bankruptcies to take place, as they know that once (with today's costs) a plant is shutdown, it won't reopen. There are also some retarded PE companies that buy these manufacturing plants, shut them down & keep them shut down in order to hold that asset's value stable.
Nonetheless, energy, and Boomer & Gen X geriatric leadership capacity, are the biggest problems of our industries. If the state's tit would disappear, there would an entrepreneurial revolution in this country, and the same would apply for the rest of the EU countries as well.

Personally i see more in infrastructural revival as much of what you need is already in place, government or not, it just needs a way to get it to where you want it.

That's exactly the point why geothermal power is in limited use at the moment - Tuscany uses a lot of geothermal power, but Mezzogiorno has two big limitations: seismic activities' frequency & rather active volcanic eruptions. Iceland has similar environment, so the utilisation is in the end just a technical question, which will be hamstrung once the permitting application starts.

Logistical infra is just fine, the municipal level roads & pedestrian roads are wholly another topic.
The biggest problem is the amount of bureaucracy, which stems from the past laws. And the laws are the biggest problem (thanks to our constitution) - there are closer to 270,000 laws in Italy. Around 67,000 are active laws, and little over 200,000 laws which are 'grandfathered' laws for certain topics (e.g. working contracts before 2015 labour law reworks are governed by these grandfathered laws), while others are 'frozen' (not clarified whether newer legislation overrides older one before Italian Supreme Court makes a clarifying stance on the issue), or they have created an entitlement/right which is bases of forcing other laws/amendments afterwards.
Because of this, and ever increasing permitting / levels of reporting standards from EU, the bureaucracy is more or less impossible to undo before an occupation holder retires. Then you add the interest groups (e.g. public administration unions etc.), and the vast waste is sealed in.

This shitshow is 100% resolvable by a pure will of rewriting the laws, but too many interest groups are involved to make any meaningful changes at the moment.
