Ability to tell the difference between AI and not AI will be an issue of national security once the powers that be start using it to direct everyone to do everything. There was an outer limits episode on exactly this, where the cosmic AI turned everyone into mindless rule-following drones and the protaganist had to find a way to shut it down forcefully and then grow a team of people to find the central planetary AI server, and shut it down, but then after the climax of the episode they shut it down, everyone in the whole world still plugged in just stops moving, waiting for instructions, until they all starve to death, and then only the people who unplugged get to populate the world again.
