It’s in a Carboniferous strata, therefore it is the age of radiometrically dated Carboniferous strata (that correlates to biostratigraphic markers or specific fossil morphospecies). They could have used isotopic analysis of the “metal,” but it doesn’t actually look like a wheel at all, and I doubt anyone did. The shaft is flooded and abandoned now. It looks more like the cross section of a large concretion or septarian nodule. If it were a wheel, the axle would be off center and the spokes strange. It would be a very poor wheel. That said, travertine can grow over objects pretty quickly. Same process as forming a stalactite or stalagmite. Saturated water precipitates out carbonate just like evaporating water precipitates out salt, just slower in most cases. A good example is the London Hammer. If anything this just makes carbon dating seem less credible.
