Because Russia didn't fund a mirriad of NGOs or incited color revolutions which brought the current leaders of the Ukraine and Armenia into power. It's an effective strategy by the west, but only up to a point. It has ultimately failed in Georgia and backfired disastrously for the west in Belarus
