It's part of Trump's agenda to demonstrate how useless local politicians in blue states are by bringing in the feds and making arrests where, in this case, the LA city attorney is not doing her job and being empowered by the mayor and city council to continue to look the other way. Both mayoral candidates helped the skid row situation along and are now trying to blame each other for it while running on fixing it pretending they haven't spent their time in office making it worse.
